The Document, in the section in which face the approach of the Region to the theme of Innovation, as part of the area Competitiveness, ackowledge of the difficulty of the Lombard system:
"The Lombardia, in contrast to other italian regionsr, presemts a system of R&I exstremly complex for density and multiformity of actors, mutlipolarity of sourse and processes characterizes by a molteplicity of Smes at high technological value”.
The strategy is turned in support of 4 foundamental elements:
- training, to raise the quality of people;
- meritocrazy, that let support the priciple “keep the strong, stronger”;
- the question, instead of the offer of research,finding relevant problems in prioritary applicable circuit, divided for markets and emergents technological fields;
- research infrastructures, reserach labs or “open lab”.
Main objective is: “Increase the positive sttlemnt,in particular the capability to attract and facilitatethe installation of productive activities at high added value, to exploit human resourse and recover young talents and facilitate investments of enterprises in research and development”.
The choerent action lines are: support to the development of network of excellance and of a system of regional evaluation/credit of the reserach centres; increase of the attractive capability of the Lombardia, in order to hold international comparison and became more competitive in comparison to other

european Region, but also extraeuropean; support to innovation and technologica development of enterprises and of the lombard territory diversifing scale of easy instruments, stimoulating the birth of new enterprises in the emergents.
Will continue a specific attention to:
- new innovative initiatives to support the creation of facilities, open labs and gbig research infrastructuresa;
- throwing again of the regional system Questio, that foresee the implementation of the system through IReR in order to became known as the regional system of evaluation and credit of the research centres;
- new innovative actions of exploitation, attraction and qualification of human capital and support to high Training, involving also Universities, Public research centres, Hospitals, IRCCS,lombard and foreign Foundation and Institution;
- promotion of innovation, of research and technological transfer, with support in particular to innovative projects in priority fields of health, agrofood, energy and environement and advanced manifacture;
- new action of aprtnership with Regions and forign countries, to contribuite to give more visibility to the lombard excellance in strategic fields;
- promote and support the first activities of the Agency for the diffusion of tehchnologies for innovation creating a link with the financing system to technological innovation at central and local level;
- support a more efficient partecipation of the system Lombardia to the VII programme frameworh and to the Programme framework for competitiveness and Innovation (CIP)
